Eligible applicants must demonstrate training, professional experience, notable achievements in their field, significant contributions to Singapore's cultural landscape, and future involvement plans. Applications are submitted to the National Arts Council (NAC) along with a completed form and CV.

Foreign students studying in Singapore can apply for PR status if they have resided in the country for over two years and have passed at least one national exam (PSLE, GCE ‘N’, ‘O’, or ‘A’ levels) or are enrolled in the Integrated Programme (IP). Eligible applicants use the e-PR portal with specific forms and are evaluated based on criteria including academic achievements and educational institutions.
